The Coordination and Mediation of Social, Health and Medical Services for In-home Elderly Persons: Focused on APA and CLIC in France

|
The objective of this study was to examine the characteristics of the coordination and delivery of elderly in-home long term care (LTC) services in France, and to recommend courses of action to improve the coordination of those services in Korea. Following an overview of French elderly home care policies, the conditions and changes in home care services after the introduction of the APA, an elderly LTC system, and CLIC, the gerontological mediation and linkage center for elderly community care, are researched. Next, the practical application of the APA, along with CLIC¡¯s services and procedures, is analyzed through a case study approach focused on the city of Lille. On the basis of developments to the gerontological coordination system in France, three policy implications are suggested to improve the coordination of in-home elderly services in Korea: 1) the expansion of a local government¡¯s authority and capacity, 2) the ensuring of information exchange and flexibility in the assessment and establishment of LTC plans, 3) a conceptual consensus regarding gerontological coordination and the need for mechanisms within the health and welfare association for the conception and professional management of this function.
